Is this about forum bans or in-game bans?
If talking about in-game, what counts as breaking the ban rules? Malicious duping of items to ruin the economy? Picking duped items up? Trading duped items?

Destroy the game? May we know what could you possibly be referring to? Is it referring to duping (ingame) or those advertisement spam threads in the Event Zone of the forum (for those of you who never encountered this, those spam threads are normally posted at the forum section mentioned)?
I remember that you asked for some advice a while back when you were new here. I'm not sure what kind of advice you received from others nor am I sure how helpful they have been to you but this one surely will be useful: try not to phrase rules in an ambiguous manner (see the responses, you'll know what I mean) and always give an explanation of why such rules are implemented. I can't really explain things in simpler English (really, don't ask me for that, I really don't know how) but if you have issues with phrasing things/understanding this entire post, please discuss with your moderators team; they're not there for no reason and they're more than happy to help you out if you have any issues.
Edit: To the admin and anyone else, for further queries regarding whatever I posted here, let's just settle this through PM. I will not be entertaining any comments/replies to this post.

People, please... Do you really believe that random bots making an account to spread some weird ads on the Forum has enough negative impact on the game? No. They are simply clowns who annoy us and have no real power to make the game shut down. In case of dupers it's vice versa.
Do ad spammers have enough power to make people quit? No.
Do dupers have enough power to make people quit? Yes.
Does IGG lose a lot of money because of ad spammers? No.
Does IGG lose a lot of money because of dupers? Yes.
Factors that caused many people leave WLO:
1) Lack of the content update
2) Lack of communication between superiors (GMs, PMs, Forum admins) and playerbase
3) Closing down 24/7 Live Support and making hundreds of employees redundant
4) Changing a rich Forum platform to a cheap, inefficient one
5) Lack of sensible actions taken when the dupe incident occured in mid-2015 (some rumors say dupe was invented on Taurus long time before we faced it for real; can't mention here the name of player who abused it)
Now some good questions we should ask the new admin: How IGG plans to solve the issue of characters that obtained duped items from someone (because the issue of those who began and exploited duping is obvious)? Have you planned to make a scale with some conditions and actions in order to measure the legnth of a ban the certain character will get or it will be fully random? Are you doing it all with one employee or you have a team of specialists? If the game rescue operation will be successful, will you leave someone there to control the situation or you'll leave without saying any word and appear out of nowhere when something bad happens again?
We can't really ask our new Forum admin about IGG's plans regarding WLO. I mean - HKWL a.k.a nWLO 980x is actually a reboot of TWWL. A good question is: if we were actually to get the same content Chinese players have atm (including Robinson Crusoe and two protagonists of Odyssea saga as human pets), will players have any chances to get Robinson after leaving Starter Island? Or the version we play right now will be closed down and rebooted as the new ENWL? Or nothing will really happen and we'll be stuck in the same version for ages?
If IGG DOES plan to release a global reboot of nWLO, actions taken regarding the dupe issue should be limited and the process of releasing the new, global WLO should be speeded up.
If IGG plans to give us eventually a solid content update, the procedure of wiping out effects of the dupe catastrophe (it cannot be called "incident" anymore) should be taken carefully, should include some analysis, strategy and ideas of possible outcomes regarding the procedure. Not to mention some measurements, facts and figures should be taken into account.
If we won't get neither a new content nor a reboot... What's the point of reacting that late to this predicament we've been stuck for almost 2 years? I'm pretty sure you have some Controlling department in the company. If the certain product (in that case, Wonderland Online MMORPG) doesn't generate any profits for a long period of time but only expenses, it's a reason to call it quits.
To all people who are reading my post - forum admin and playerbase - I'm neither salty nor mean. I wanted to present the situation in a sensible way, to point out what should be done and how. And the most important - if you are doing something big and risky, your actions should be followed by a plan. Acting by the impulse isn't actually the best way to deal with some troublesome situation, because it generates a serious portion of stress and missing out even a one deficieny can make your whole work go in vain.
